Help – Is this failed repair satisfactory?

I am only a consumer and not affiliated with your industry but in need of help. I’d really appreciate feedback.

Can you tell from the photos above if this failed pothole was patched correctly to begin with? The road was cut by a city utility company and patched thereafter. We hit the hole after the patch failed.

How long has it been since the city put in those patches? I’m assuming those are recent photos…

Thanks. The photos are from Jan 25 this year. I’m not sure when the last patch was completed. I’m trying to get that information now.

Can you tell by any of the photos the quality of the work?
